WASHINGTON: Internet giant Yahoo has drawn flak for planning to spy on emails on behalf of advertisers.
Yahoo has reportedly changed its 'terms and conditions' to get permission to view and scan emails. The move has been termed as 'blatant intrusion of privacy' by users, The Daily Mail reports.
According to the new change in 'terms of conditions of use,' Yahoo will also be able to spy on incoming emails from individuals and businesses without prior permission or warning.
Yahoo, however, is pressing ahead with the change on the basis it will allow the company to identify which celebrities, subjects, sports, hobbies and products a particularly customer is interested in.
The users visiting a range of websites would then see pop-up advertisements that are relevant to keywords in outgoing and incoming emails.
"Users who choose to accept the new terms will allow Yahoo's computer systems to identify words, links, people and subjects from their email, so that we can deliver exciting new product features," Yahoo said.
Yahoo has said customers will receive a pop-up asking them to agree to the new terms and conditions.
"It is extremely disappointing that Yahoo has opted to intrude on privacy in this way. Web users have a right not to see their personal messages trawled through in order to boost Yahoo's advertising revenue." Big Brother Watch Director, Daniel Hamilton was quoted as saying.
The US based company provides an email service to thousands of people, including children across the world.

Our party will hold one cabinet ministry and six minister-of-state portfolios," said Banerjee, while inaugurating a slew of railway projects here."After tabling the railway budget in parliament this year, I had to come here for the state assembly elections. Telecom giant Bharti Airtel would have a new organisational structure
New Delhi: Telecom giant Bharti Airtel today said it would have a new organisational structure for its operations in India and South Asia with effect from Aug 1 to drive greater business and functional synergies.
"Bharti Airtel has always adopted transformational business models that have set the industry benchmark. As we move into the next phase of our growth journey, this new organisation structure marks a major step towards building an organisation of the future," said Bharti Airtel chairman and managing director Sunil Bharti Mittal.
"Customers are at the core of our business and with this new structure we are proactively creating an integrated customer centric organisation," he added.
The transformed organisation structure will have two distinct Customer Business Units (CBUs) with clear focus on B2C (business to customer) and B2B (business to business) segments.
The company's B2C business unit will service the retail consumers, homes and small offices by combining the erstwhile business units -- mobile, telemedia, digital TV, and other emerging businesses (like M-commerce, M-health, M-advertising), the company said.
The B2C organisation will consist of consumer business and market operations.
The consumer business group will lead the overall B2C strategy and will focus on customer experience, product and service innovation, and build an ecosystem around the B2C services.
Market operations vertical will take products and services to customers in South Asia with speed and efficiency. It will complement the consumer business by building a robust 'go-to-market' ecosystem and leverage Bharti Airtel's vast distribution reach, according to the firm.
Market operations in India and South Asia will be divided in three regions, each headed by an operations director -- the north, east and Bangladesh operations will be headed by Ajai Puri, South and Sri Lanka operations will be headed by Vineet Taneja and operations in the west will be headed by Raghunath Mandava.

"Zindagi Na Milegi Dobara" team is on a six-city road trip
Mumbai: "Zindagi Na Milegi Dobara" team is on a six-city road trip in a black Range Rover, with Delhi as their final destination.
Co-owner of Excel Entertainment that produced the film churned out the idea with his marketing team, to keep the promotion at par to the basic story of the film, revealed director Zoya Akhtar.
"It was Riteish's idea. The idea was to keep the promotion in synch with the story of the film," Zoya said on Thursday at Mehboob Studio, from where they set off for the trip.
"Zindagi Na Milegi Dobara" is a film on road trip, which shows how lives of three men - Abhay Deol, Farhan Akhtar and Hrithik Roshan - change when they go for a holiday.
Actress Katrina Kaif and Kalki Koechlin played the female leads in the film.
The team goes through five cities -- Surat, Baroda, Ahmadabad, Udaipur, Jaipur and Delhi.
"We are very charged up. It's very exciting. We would get to see very good places. It's a great company so I am very excited," said Farhan, who is the co-owner of Excel Entertainment.

Actor Abhay Deol had made a almost similar road trip in India while doing director Dev Benegal's film "Road, Movie".
When asked how different it would be this time, he said, "In the 'Road Movie' I was driving a truck and here a Range Rover so it would be more luxurious trip I believe."

Many athletes and weightlifters knowingly consume banned drugs:Saina Nehwal
MUMBAI: Ace shuttler Saina Nehwal on Wednesday gave a stunning twist to the raging dope scandal by saying that many athletes and weightlifters had told her in the past that they knowingly consume banned drugs.
"I also know many athletes and weightlifters who themselves tell me that "we take it"," Saina said.
India was rocked by doping scandal recently with eight top national athletes who got training in NIS failing dope tests.
There were also reports that banned drugs were widely available in chemist shops near the national institute of Sport in Patiala.
Asked if she was aware about the availability of banned drugs at medical stores, the world number six said, "I don't know whether it is available or not. I don't take it."
Saina, however, felt that lack of awareness about medicines was the major reason behind athletes testing positive for banned drugs in the country.
"It's really sad they don't know what they are taking. I'm sure everyone knows WADA rules, its very common. They have a website which mentions which medicines are banned and which are not. I think its just that they don't know. Many athletes and weightlifters are not very educated so whatever their coaches give they take that," she said.
The 21-year-old Hyderabadi said she consults her physiotherapist and doctors before taking any medicine and others too should do the same.
"If I have fever I ask my physio and doctor which medicines can be taken and which are banned. They should be very careful regarding everything," she said.
Indian athletics had been rocked by a doping scandal in the last few days when CWG and Asian Games gold-winning relay quartet members Mandeep Kaur and Sini Jose as well another quartermiler Jauna Murmu tested positive for a banned substance - methandienone - in out-of-competition tests.
Apart from the trio, another quartermiler Tiana Mary Thomas tested positive for anabolic steroid epimethandiol, while long jumper Hari Krishnan Muralidharan and shot putter Sonia were the other two athletes who have tested positive in the last few days.
The scandal grew in proportion with two more athletes, the country's new golden girl Ashwini Akkunji and another quartermiler Priyanka Panwar, testing positive for the same anabolic steroid - methandienone, hours before their departure for Japan for the Asian Championships.
Meanwhile, to a query on Titan brand ambassador Aamir Khan, Saina said, "I interact with him a lot. He sends me messages, congratulates me whenever I win any tournament. Its very kind of him."
"I don't see him endorsing too many brands but whatever he does, he does it perfectly. I really wish he was here (for the event)."
The former world number two also wished Indian cricket captain Mahendra Singh Dhoni on his 30th birthday on Thursday.
"He's achieved everything. He is a world champion. So what else...I wish him many more successes ahead," the ace shuttler said.

Bollywood actress Preity Zinta learning French for "Ishq In Paris" :Prem Soni
Mumbai: Director Prem Soni says that by the time the shooting of "Ishq In Paris" starts, lead actress Preity Zinta would have got her French absolutely right. He also says that in spite of the costs involved, there was no other city he would have shot the film in.
"Ishq In Paris", an Indo-French project, is Preity's first production venture and she plays a half-Indian half-French girl who falls in love in one of the most expensive cities in the world to shoot in.
"From the start, we were very sure that Preity would get her French absolutely right with the correct accent and pronunciation. We did not want to dub her French dialogues. By the time we start shooting, I am dead sure Preity will know as much French as any native and speak the language fluently enough to pass off as a Frenchwoman," said Soni.
He thinks there's something distinctly French about Preity's looks and added: "So many people have commented on how French she looks. I couldn't have cast anyone else in the role."
So expensive is Paris to shoot in that Sanjay Gadhvi had to shelve his Katrina Kaif-Imran Khan romance "7 Days In Paris" due to the costs involved.
"I'm aware of this. But for 'Ishq In Paris', it was always Paris or nothing. I couldn't locate this love story anywhere else. I started writing the script two years ago. From the start I was sure it had to be Paris or nothing," says the director who spent his formative years in Spain.
Though the director doesn't want to reveal this, there will apparently be two different versions of the film - one for the Indian and the other for the international market.

There aren't enough women in the Indian judicial system :UN
New Delhi: There aren't enough women in the Indian judicial system and police and that is "disappointing", says UN Women assistant secretary general Lakshmi Puri calling for reform in these areas.
"It is disappointing that there are not enough women in the frontline of the justice system and the police in India. That needs to be corrected," Puri told the media in an interview.
UN Women on Wednesday released its flagship report, Progress of the World's Women, which stated that women are grossly under-represented in the justice system. In South Asia, women make up just nine percent of judges, four percent prosecution staff and just three percent of police.
Globally, data from 57 countries shows that where women are present in police, reporting of sexual assault increases, the report said.
"But in India I think women comprise only three percent of the justice system," said Puri, who is also the UN Women deputy executive director. She was in India for the formal launch of the UN Women report.
Calling for reform, she said there needs to be a change in the mindset of people.
"The challenge facing India is prejudice (against women). There is socio-cultural prejudice, including among those in the justice system and service providers," Puri told the media.
"So what is required is more training, more awareness, so that people are conditioned to cast away these prejudices," she added.
Puri was formerly with the Indian Foreign Service where she held several posts in political and economic policymaking and bilateral and multilateral diplomacy.
Praising India's progress over the last decade in coming out with strong laws - like the Domestic Violence Act - which protect the rights of women, Puri said implementation of the laws is an equally important aspect.
"Wherever there is a lacunae, legal reforms should be established and discriminatory laws must be repealed. But implementation of laws is very important," she said.
She added that there should be specialised services for women to help them benefit from schemes and laws.
"You can't have a generalised justice system. There is a huge number of women who are poor, illiterate and unaware of laws and schemes. Specialised services and amenities like transport or mobile courts is needed so that they can benefit," Puri said.
In the political sphere, UN Women strongly advocates political empowerment of women and hopes that the 33 percent reservation of women in parliament in India becomes a reality soon.
"I hope the 33 percent reservation in parliament in India soon becomes a reality and we truly live up to the Gandhian belief of gender parity," she said.
While she has great confidence on Indian women and believes they can be the engine of development of the country despite all challenges, Puri said it's time women shed their image of "victimhood".
"For transformation to take place, Indian women have to shed their image of victimhood. The media, films have far too long been showing women as victims of suffering and that needs to be cast away."
"Women have to believe that they can be the mistress of their destiny," she signed off.

Chhapra Mathura express train rammed into the bus,38 killed
Lucknow: At least 38 people were killed and about 30 injured when an express train collided with a bus at an unmanned crossing in Uttar Pradesh's Kanshiram Nagar district early today, officials said.
The accident took place around 2 a.m. at an unmanned railway crossing in Thanagaon, about 250 km from here, when the Chhapra Mathura express train rammed into the bus carrying members of a wedding party on their way back home to Etah, Government Railway Police inspector Dalveer Singh told the media.
Prime Minister Manmohan Singh has directed Railway Board Chairman Vinay Mittal to proceed to the accident site and asked "the commissioner of railway safety to hold an enquiry".
The Prime Minister's Office (PMO) announced ex-gratia relief of Rs.2 lakh each for the next of kin of the deceased and Rs.50,000 each for seriously injured and Rs.10,000 each for simple injuries.
"While the death toll is now 38, around 30 people are still being treated in hospitals and community health centres," Kanshiram Nagar District Magistrate Selva Kumari J. told the media.
"Most of the passengers in the bus were natives of Etah district. In order to gather more information about the victims, we are in contact with officials in Etah. A team of railway doctors is also assisting the local medical staff in treating the injured," she added.
Some railway officials from Bareilly division blamed the bus driver for the incident.
"I have ordered a separate probe at my level into the accident. As of now we cannot tell what exactly led to the incident or who was at fault. It is yet to be ascertained whether the bus driver too got killed or fled after the accident," Selva Kumar responded.
According to Kanshiram Nagar Chief Medical Officer (CMO) R.C. Pandey, four of the critically injured had been shifted to Agra for further treatment.
The state government has announced compensation of Rs.1 lakh to the family of those killed and Rs.50,000 to those grievously injured. Those with minor injuries would be given Rs.25,000, officials said.
The rail tracks that were affected following the accident have been repaired. "The route has now been cleared. We have been told that the engine of the train hit the rear portion of the bus," said an official.
There were around 80 passengers in the bus at the time of the accident.

Finance Minister Pranab Mukherjee said that the country will achieve its growth target
New Delhi: Despite the recent slowdown, Finance Minister Pranab Mukherjee said he was hopeful that the country will achieve its growth target of over 8.5 percent in the current fiscal.
"The overall GDP (Gross Domestic Product) growth in 2010-11 is estimated at 8.5 percent and there is no reason why this momentum cannot be maintained in 2011-12 and improved further in the coming years," Mukherjee said at an award function here.
Referring to a survey by the Organisation for Economic Cooperation and Development (OECD), the finance minister said the current growth potential of India is close to 9 percent and the country is capable of sustaining high growth of 10 percent or more annually.
"There are several forecasts which predict that India's growth will start to outpace China's within three to five years and continue at a faster rate than any other large country over the next 20 to 25 years," he said.
Industrial output growth slowed to 6.3 percent in April, prompting the analysts to say that the targeted growth of 8.75 percent to 9.25 percent would not be achieved during the current fiscal.
In the union budget, the finance minister pegged the economic growth in the range of 9 percent (plus or minus 0.25 percent) for fiscal 2011-12.

2G scam-JPC start questioning 9 former telecom secretaries
New Delhi: The Joint Parliamentary Committee (JPC) probing India's telecom pricing policy in connection with the 2G scam will today start questioning nine former telecom secretaries, including the jailed Siddharth Behura.
The other former secretaries who will testify before the multi-party parliamentary probe panel are A.V. Gokak, Anil Kumar, Shyamal Ghosh, Vinod Vaish, Nripendra Misra, J.S. Sharma, D.S. Mathur and P.J. Thomas.
They held office between 1998 and 2008 and will depose separately before the panel July 7, 8, 11 and 12, according to sources.
The sources said the panel will question Verma and Gokak in today's sitting.
Behura, in Tihar Jail since Feb 2, will appear before the JPC July 12 following an order from a special Central Bureau of Investigation (CBI) court.
The CBI has alleged that Behura, who was the telecom secretary from January 2008 to September 2009, indulged in criminal conspiracy in allotting second generation spectrum licences to telecom companies when A. Raja - who is also in jail - was the IT and communication minister.
Apart from Raja and Behura, 12 others, including DMK chief M. Karunanidhi's daughter Kanimozhi, have been jailed for their alleged involvement in the 2G scam, which the Comptroller and Auditor General says caused a presumptive loss of Rs.1.76 lakh crore as the scarce airwaves were sold at throwaway prices.
The JPC has also called former attorney general Soli Sorabjee for questioning about alleged losses incurred due to changes in the telecom policy during Bharatiya Janata Party's (BJP) rule in 1999.
The BJP government had allowed operators to migrate from the fixed licence fee regime to the revenue-sharing model.
Sorabjee will appear before the panel July 13, the sources said.
Former Telecom Regulatory Authority of India (TRAI) chiefs, including S.S. Sodhi, M.S. Verma and Pradip Baijal, have also been called to appear before the committee.
According to JPC chairman P.C. Chacko, the panel has shortlisted 85 people to be called as witnesses before the committee. These include all communication ministers between 1998 and 2008, including Raja.
Those to be called before the panel also include officials of the 11 firms which benefited in the 2008 licence allocation and 22 companies which got advantages due to the 1999 telecom migration policy.
The JPC is examining India's telecom pricing policy from 1998-2008 that covers the period of the National Democratic Alliance (NDA) government led by the BJP that was in power 1998-2004.
The panel was formed following persistent demands by the opposition after allegations of irregularities in the allocation of licences for second generation mobile telephony.

After a 2-day shutdown, now "Rail Roko" in Telangana
Hyderabad: After a two-day shutdown, Telangana is now bracing for a two-day rail blockade which threatens to cut off rail links between south and north India.
A major disruption of trains is feared as the Telangana Joint Action Committee (JAC) will block rail traffic Friday and Saturday demanding the central government initiate the process for formation of a separate state of Telangana.
The movement of trains across the region, comprising 10 districts including Hyderabad, may come to a halt.
Telangana Rashtra Samithi, Bharatiya Janata Party and several other political and non-political constituents of JAC have geared up to block rail traffic, calling it a 'rail roko'.
The protest, which was announced three days ago, may hit over 200 trains which criss-cross Telangana every day. The local trains in twin cities of Hyderabad and Secunderabad are also likely to be affected.
JAC expects participation of half a million people in the 'rail roko' on over 1,000 km railway line in the region. It has also appealed to Congress and Telugu Desam Party members of parliament and legislators, who resigned enmasse, to participate in 'rail roko'.
South Central Railway, which has its headquarters here, is expected to make an announcement Thursday evening about cancellations, diversions and other changes in the train schedules.
A two-day shutdown Tuesday and Wednesday crippled normal life in the region and brought road transport to a standstill. Buoyed by this, JAC has chalked out plans to make the rail blockade a success.
Chief Secretary S.V. Prasad held a meeting with Director General of Police Dinesh Reddy and railway officials Wednesday night to finalise an action plan.
The Railway Protection Force has been asked to start surveillance of the railway lines much before the 'rail roko' begins and the state police have assured all assistance for this purpose.
The Andhra Pradesh State Road Transport Corporation (APSRTC) has decided to operate additional buses in view of the rail blockade.
The state-owned corporation will operate 150 buses between Hyderabad and Vijayawada. APSRTC officials said they would also run additional buses from Hyderabad to Nalgonda, Mahabubnagar and Medak districts.

BlackBerry is at 3rd place as Google Android, Apple iPhone increased their share
Toronto: There is more bad news for slipping BlackBerry maker Research In Motion (RIM). According to the latest smartphone market data, BlackBerry is at third place as Google Android and Apple iPhone have further increased their share in the US.
Market research leader ComScore reported on Tuesday that Google Android devices have carved out as much as 38.1 percent of the market share during the past three months.
During this period ending May, Google Android ranked as the top operating system with 38.1 percent of US smartphone subscribers, up 5.1 percent, ComScore said.
Apple bumped BlackBerry from number two position with 26.6 percent of the market share, up 1.4 percent.
BlackBerry was relegated to the third rank with 24.7 percent, slipping 4.2 percent during the period.
The share of Microsoft also shrank to 5.8 percent, down almost two percent, the report said.
In its precipitous fall in the American smartphone market, BlackBerry has lost its top position in a matter of months. Just last October, it was the top-seller with a market share of more than 33.5 percent.
By January, its share had fallen to 30.4 percent. Since then, it has been all downhill for RIM. With its aging handset line-up expected to be replaced only next year, the BlackBerry company, based at Waterloo near Toronto, has little chance of bouncing back.
On the Toronto stock exchange, RIM stock continued to hover around $27, sliding 46 cents on Tuesday. The stock has lost more than 50 percent of its value since January and is at its lowest in six years.
RIM is currently valued at about $14 billion, down from $83 billion in June 2008 when its stock touched the $150-mark.
In the handset market, RIM was pushed to the fifth slot (by Apple), with its share shrinking to 8.1 percent from 8.6 percent three months ago. Apple gained 1.2 percent to control 8.7 percent of the handset market.
Samsung remained the topper in the handset market, with a share of 24.8 percent, followed by LG (21.1 percent) and Motorola (15.1 percent).

Mumbai: "Delhi Belly" has rocked the box office and an overwhelmed Aamir Khan, the producer of the adult comedy, gives maximum credit to writer Akshat Verma and director Abhinay Deo for delivering such an entertaining film.
Aamir enjoyed the public reaction in person by sneaking into different theatres in the city.
"Well, I am very happy to see that people are loving this film so much. I am going from theatre to theatre to see public reaction. It's amazing to see houseful audiences laughing, whistling in the halls," Aamir told reporters at the success bash here on Wednesday night.
"The work that Akshat, Abhinay has done is praise worthy and the actors too pulled off their vision very well. I am thankful to them for giving such a wonderful film," he added.
If the film is produced by Aamir, the youth-centric bold drama stars his nephew Imran in the lead role along with Vir Das and Kunal Roy Kapoor. Made at a budget of Rs.25 crore the film triumphed in the opening weekend by grossing over Rs.26 crore.
At the bash, Aamir walked up to every table and introduced all crewmembers and thanked them personally for making the film so successful.
Buoyed by the success of "Delhi Belly", Aamir now wants to experiment with more unique ideas.
"I have always experiment with films so whenever I venture for films I make sure I don't repeat myself. Every time I want to challenge myself doing unique films," said the 46-year-old filmmaker who produced films like "Peepli Live", "Dhobi Ghat", "Taare Zameen Par", "Jaane Tu... Ya Jaane Na" and "Lagaan".
The invitees at the party were friends and families of Aamir as well as the crew members of the film.
Actor Anil Kapoor and screenplay writer Prasoon Joshi were spotted, but they only came to meet Aamir and didn't interact with the media.
Surprisingly Aamir's filmmaker wife Kiran Rao was also missing. When asked about her, Aamir said, "She is not in town."

Vitamin E called alpha-tocotrienol preventing death following a stroke
Washington: A natural form of Vitamin E called alpha-tocotrienol can activate mechanisms that clear toxins from nerve cells, preventing their death following a stroke.
This process is one of three identified so far that this form of Vitamin E uses to protect brain cells after a stroke. It might be more potent than other drugs targeting single mechanisms for preventing stroke damage.
Ohio State University researchers previously reported that the alpha-tocotrienol protects the brain, post stroke, by blocking an enzyme from releasing toxic fatty acids and inhibiting gene activity that can lead to neuron (nerve cell) death, according to a university statement.
Its symptoms are sudden, caused by an abrupt interruption of blood flow to the brain. The process only takes a few seconds to shut down the affected brain part.
Symptoms include weakness or numbness of the face, arm and or leg on one side of body, inability to speak, write or grasp spoken language, double vision and unusually severe headache.
Alpha-tocopherol is the most common form of vitamin E, found abundantly in palm oil, vitamin supplements and fortified foods. Alpha-tocotrienol from palm oil has up to 60 times the antioxidant activity as alpha-tocopherol.

Aamir Khan's "Delhi Belly" finally reappeared in Nepal's theatres
Kathmandu: After being put on hold for 48 hours following censors' objections to the expletives peppering its dialogues, Aamir Khan's home production "Delhi Belly" finally reappeared in Nepal's theatres Wednesday after the offending parts were addressed.
The Gopi Krishna Multiplex in Kathmandu, where the trouble started Sunday evening after police raided its theatres and seized prints of the Abhinay Deo-directed film, told to the media Wednesday that "Delhi Belly" was back on the menu after a written apology to the Film Censor Board by the owner of the theatre, Uddhav Poudel.
Poudel is also the sole distributor of the film in Nepal.
Poudel apologised to the censors, agreed to pay a fine of NRS 5,000 if required and gave an undertaking that he would not in future screen films flouting censors' recommendations.
Nepal's censors had agreed to clear "Delhi Belly" for viewing by theatre goers above 16 years provided the distributor saw to it that an offending scene showing one of the protagonists, played by Imran Khan, visiting a brothel, was cut and some expletives in two scenes muted.
Chetan Sapkota, one of the censors, said they had agreed to overlook the distributor flouting the recommendations in view of the financial loss he would incur if they called for stronger action. However, Sapkota warned that in future, the board would not show any leniency with films that promoted obscenity or vulgarity.
"Delhi Belly", which received good reviews by Nepal's press before it was taken off from Sunday evening, is likely to prosper from the bout with the censors that brought widespread publicity and whetted filmgoers' appetites.
Jai Nepal, another multiplex in Kathmandu, said they had been receiving calls since morning with people asking if the film was back.
Dharma Adhikari, associated with the Media Foundation, a non-profit research and policy initiative, said the "Delhi Belly" incident went deeper than the use of profanities in the dialogue.
"...The fact is, relations have strained in recent years between the censor board and the studios," Adhikari wrote in the Republica daily Wednesday.
Adhikari said that the recent amendments in the Film (Production, Exhibition and Distribution) Act of 2001 had increased the power of censors and imposed greater curbs on foreign films.
In the age of Internet explosion, the cuts in "Delhi Belly", Adhikari said, would not keep the scenes and words that the censors found offensive out of Nepal.
"Many don't have to go to Gopi Krishna (to watch the expurgated parts)," he said. "If they want, they can as well download in their personal devices the censored clips."

"Chillar Party" director Vikash Bahl hoping tax exemption for his debut film
Mumbai: "Chillar Party" director Vikash Bahl says that Information and Broadcasting Minister Ambika Soni has recommended tax exemption for his debut film and that he and his co-director Niraj Tiwari are hoping that the states act on it.
The film is Salman Khan's debut production and he screened it for Ambika Soni in Delhi.
"Ambika Soni has recommended that tax should be exempted. It's only the states who have the right, the central government doesn't have the authority. They can only recommend. Hope that tax is exempted. If it happens, it would be really good," Bahl told the media.
Releasing on July 8, "Chillar Party" is about a gang of innocent yet feisty kids who lead a carefree and fun-filled life. It shows how they fight together the big bad world of politics when a mean politician endangers their friend Bheedu's life.
"It's a story of friendship and bonding and how far they can go for it," said Bahl.
Bahl, who had been creative producer of films like "Dev D", "Udaan" and "No One Killed Jessica", has teamed up with ad-man Niraj Tiwari to jointly write the story and direct the film.
Taking up direction was not a very conscious decision, said Bahl.
"Nitesh and I were writing the story for a year-and-a-half every weekend. When we finished writing the story we thought of writing the screenplay. When we got the screenplay we thought lets write the dialogues. Once we finished that we said when we have shaped the story let us direct the film," Bahl said.

Playing for the Pakistan team akin to mental torture: Misbah-ul-Haq
KARACHI: Pakistan cricket's endless parade of controversies and scandal has made playing for the national team akin to 'mental torture', according to captain Misbah-ul-Haq.
Since appointed Test captain in October after Salman Butt was banned for spot-fixing during last year's Test series against England, Misbah has led a team dogged by corruption allegations and political in-fighting.
Following five-year bans imposed by the ICC on Butt and two other players in February, Pakistan have been rocked by the departure of sacked one-day captain Shahid Afridi, who resigned in acrimony in May citing differences with the Pakistan Cricket Board.
"It is a mental torture to go through such things and it affects your performance," the 37-year-old batsman Misbah told Geo Super sports channel in an interview.
"It is bad for Pakistan cricket and people taunt us at home and abroad."
Misbah, who took over the reins of the one-day side after Afridi's dismissal, said Pakistan's players needed a union to educate them and improve communications with their coaches and paymasters in the wake of a number of ugly contractual disputes.
"A players association can play a positive role in preparing and grooming players for international cricket and in understanding their contractual obligations," said Misbah, whose appointment as one-day captain sparked a row with Afridi.
"Once the contract is signed it is no use for players to complain about it. These matters must not be discussed in the media, it is better for players to directly speak to the board."
Misbah's comments follow leg-spinner Danish Kaneria's legal challenge against the board's decision to overlook him for national selection.
Despite the troubles, Misbah said he remained fit and passionate about the sport.
"I am mentally up for international cricket. As long as I am performing I will carry on," he said. "Age is no bar for me. "I feel a cricketer only matures after the age of 30. Fortunately that is what happened to me."

Fake Wipro employees arrested ,runs fake job racket
BANGALORE: Four persons, including a woman, were arrested for allegedly duping at least 37 job seekers to the tune of Rs 1.80 lakh on the pretext of providing them employment at a leading IT firm.
The accused were identified as Rajiv Ranjan (30) from Bihar, Mohammed Azar (25) native of Andhra Pradesh, Sathya Priya (25) a resident of Tamil Nadu and M N Naryanana (29) hailing from Kerala, according to Bangalore Police Commissioner B G Jyothiprakash Mirji.
Explaining their modus operandi, he said Priya would lure job seekers and collect documents and original certificates from them with a promise to get them employed in Wipro in Bangalore.
The accused would then accompany them to the Wipro campus, where she would arrange for a meeting with her accomplices, posing as Wipro personnel. The accused would then arrange for an "interview" with a person posing as an employee of the HRD division of the company.
Mirji said the accused managed to gain entry into the Wipro campus by misusing the vendor entry cards issued by the company.
The accused would then hand over the victims appointment letters for the post of software trainee engineers with a annual income of Rs 2.94 lakh. The fake letter also asked them to report to Wipro in the month of September, he said.
The racket came to light when one of the victims suspected something amiss and alerted the police, following which each of the accused were nabbed one after the other over the last 15 days, Mirji said.
The gang, all first-time offenders, had been running this racket for about 40 days and had so far cheated 37 people, he said.
The police found goods worth Rs 58.43 lakh, ATM cards, pan cards, gold ornaments, vehicles and duplicate letter heads from the accused.
Three of the gang members were pursuing their management courses and were well qualified, police said.
The accused were tech-savvy and also managed to replicate the Wipro logo on their letter heads. So far the police had not traced any links to any Wipro employee in the racket, but are investigating this angle as well, Mirji said.

Men having sex with men (MSM) remarks were taken out of context:Ghulam Nabi Azad
New Delhi: A day after sparking off a controversy with his remark that men having sex with men (MSM) was a "disease" and "unnatural", Health Minister Ghulam Nabi Azad on Tuesday sought to clarify that the remarks were taken out of context and had referred to the high rate of prevalence of HIV/AIDS among this section of populace. "It was taken out of context," he told reporters here. He asserted that he had prefaced those remarks by saying that there was a lot of controversy about MSM."Some people say it's unnatural, some say natural. Some people say that there should be a law against this, and others not. Many countries have laws, while others do not. I also said that I do not want to go into the controversy. That was not quoted," Azad said, explaining his stance after being pilloried by gay and HIV/AIDS activist.
On Monday at a conference on HIV/AIDS, Azad said: "The disease of MSM is unnatural and not good for India. We are not able to identify where it is happening as it is less reported also."
Meanwhile, the minister on Tuesday said he was concerned with the issue of high prevalence rate among MSM. "As a health minister, the problem is that while we have lowered it (prevalance) among truckers, female sex workers, but in MSM, we have not been able to lower the prevalence. That is because it is difficult to target them."
He noted that while HIV prevalence among the adult population was only 0.31 percent, it was 7.3 percent among MSM.
"If I have said something, I have said in favour of those men having sex with men. It is a big challenge for the ministry to identify them, treat them and counsel them. I am sorry that the news is being carried as I am the big villain for the MSM," he said.

Azad's comment that men having sex with men (MSM) is a disease drawn flak from the gay community
New Delhi: Health Minister Ghulam Nabi Azad's comment that men having sex with men (MSM) is a "disease" and "unnatural" has drawn flak from the gay community and activists who have been fighting tooth and nail for greater social acceptability for homosexuals.
Mohnish Malhotra, who has been long involved in the fight for gay rights and is one of the organisers of the annual gay pride, said the minister's comments were shocking.
"It's shocking that such a comment was made by the country's health minister," Malhotra told the media.
"Even the UN passed a resolution saying that the LGBT community has equal rights as anyone else and cannot be discriminated on the basis of their sexual orientation," he added.
On Monday at a conference on HIV/AIDS, Azad said: "The disease of MSM is unnatural and not good for India. We are not able to identify where it is happening as it is less reported also."
"It is a challenge because in cases of female sex workers we can identify the community and reach out to them. But in case of MSM, it is becoming difficult," he added.
He also pointing to increased efforts to promote condoms, treat sexually transmitted diseases, and launch information and communication programmes among transgenders and sex workers.
Strongly disagreeing with the minister's comment, Ashok Row Kavi from Hamsafar Trust said: "Gay sex is not unnatural. It is a matter of one's sexual orientation. If out of 100 children, five are left-handed, do you call them unnatural?".
Amrita Sharma, an activist, said the health minister should limit himself to talking about health issues instead of commenting on a person's sexuality.
"Homosexual sex is just as natural as heterosexual sex. In a democracy, gays should have the same rights as heterosexuals...Most sex workers use condoms. The problem arises when men have sex outside of marriage without protection," she added.

Government will stick to its fiscal deficit targets :Pranab Mukherjee
New Delhi: The government will stick to its fiscal deficit targets despite loss of revenue due to reduction in levies on petroleum products following the recent hike in prices, Finance Minister Pranab Mukherjee said today.
"I don't think so. Still we are trying to keep the target," Mukherjee told reporters when asked whether the government planned to revise fiscal deficit targets due to increased expenditure and loss of revenue due to reduction in excise duties on petroleum products.
India targets reducing fiscal deficit to 4.6 percent of its gross domestic product (GDP) in the current fiscal from 5.1 percent in the previous year.
The finance minister said he was hopeful of achieving the fiscal deficit target announced in the Union budget in February.
"There has to be a balance between receipts and expenditure. Just now we need not rush to any conclusion," Mukherjee said.
In a bid to reduce the impact of hike in the prices of diesel, kerosene and LPG on the common people, the government recently cut import duties on petroleum products by 5 percent. It also reduced excise duties on diesel to Rs.2 per litre from the earlier Rs.4.6 a litre.
Cut in duties on petroleum products is likely to result in a revenue loss of nearly Rs.4,900 crore.
To control the rising losses of the state-run oil marketing companies, the government recently hiked diesel, kerosene and cooking gas prices by Rs.3 per litre, Rs.2 per litre and Rs.50 per cylinder, respectively. Following the hike, the government cut the duties on these products to reduce the impact on the common people.

50% women in Asia-Pacific experienced sexual violence:UN
New Delhi: Nearly half the population of women in the Asia-Pacific region have experienced physical and sexual violence at the hands of their partners, a report by UN Women claimed.
Released today, the report, which offers a comprehensive global review of women's rights around the world, said that the level of domestic violence is very high in the Asia-Pacific region.
Saying that the private sphere must not be "outside justice", the report added that a large number of women in the region feel it's alright for a man to beat his wife.
"According to surveys in seven countries in the region, on average, a third of respondents say that it is sometimes acceptable for a man to beat his wife, including over half of respondents in Malaysia and nearly two-thirds in Thailand," the report said.
Titled 'Progress of the World's Women', the report says that the issue of women's rights in the present day world is a paradox. "The past century has seen a transformation in women's legal rights, with countries in every region expanding the scope of women's legal entitlements".
"Nevertheless, for most of the world's women, the laws that exist on paper do not translate to equality and justice," it said.
In the Asia-Pacific context, the report said that there are 19 countries and territories in the region that have passed laws to prohibit domestic violence.
"However, only eight countries and territories throughout Asia-Pacific region explicitly criminalise marital rape, leaving millions of women exposed to abuse at the hands of their partners," it said.
Even as India continues to seek 33 percent reservation for women in parliament and state legislatures, Nepal is the only country in the region which has reached the 30 percent critical mass mark for women in parliament.
"Women parliamentarians have played a key role in passing new laws on domestic violence and improving poor women's access to reproductive health care," the report said.
Women are also under-represented in the justice system, the report said.
In South Asia, women make up just nine percent of judges and four percent prosecution staff. Also, women are just three percent of police in South Asia and nine percent in East Asia and the Pacific, the report said.

Telangana region paralysed for 2nd day, shutdown called by Telangana Joint Action Committee (JAC)
Hyderabad: Life remained paralysed across Telangana region of Andhra Pradesh today, the second day of the 48-hour shutdown called by Telangana Joint Action Committee (JAC) to demand a separate state of Telangana.
Public transport remained crippled in Hyderabad and nine other districts of the region as over 10,000 buses of Andhra Pradesh State Road Transport Corporation (APSRTC) continued to remain off the roads.
Shops, business establishments, hotels, petrol bunks and educational institutions were shut on the second consecutive day.
Commuters in Hyderabad, especially those arriving at railway stations had a harrowing time as APSRTC city services remained suspended while a few autorickshaws and cabs charged exorbitant fares.
The local train or Multi-Modal Transport System Services were also cancelled for the second day.
With APSRTC employees too joining the strike, not a single bus can come out of bus depots.
The shutdown forced APSRTC to suspend all services between Hyderabad and other cities like Vijayawada, Visakhapatnam, Kurnool and Tirupati. The corporation, which suffered a loss of Rs.9 crore on the first day, plans to resume services in the evening.
The coal production in Singareni Collieries Company Limited was affected for the second day as a majority of nearly 100,000 employees in the mines, spread over four Telangana districts, refused to work. The company is likely to suffer loss of another Rs.20 crore on the second day.
The usually busy roads in Nampallay, Basheerbagh, Khairatabad, Himayatnagar, Koti, Mehdipatnam, Secunderabad and other areas in the state capital here wore a deserted look.
The shutdown badly affected the work in government offices as a majority of about 300,000 employees in the region stayed away from work.
However, the functioning of IT companies in Hyderabad is normal as the companies made alternate arrangements for the employees to reach their work place. The cabs carrying the techies left early in the day, avoiding routes where trouble is feared.

Congress leader Rahul Gandhi forward campaign against Mayawati
Uttar Pradesh: Smartly side-stepping the Mayawati government's refusal for a farmers rally, Congress leader Rahul Gandhi landed unannounced at Bhatta-Parsaul in Greater Noida early on Tuesday for a march against land acquisition that took him across several villages in the sweltering heat. Hundreds of people turned up to meet the Gandhi scion.
Coincidentally, the Congress general secretary's padyatra came on a day the Supreme Court slammed the state as the biggest land grabber in the context of the land acquisitions in Uttar Pradesh. Gandhi's march was clearly aimed at giving the Congress an edge with an eye to the crucial elections to the state assembly next year.
Gandhi surprised the Mayawati government by reaching Bhatta-Parsaul village at 6 a.m. on Tuesday and in the sweltering heat of the day embarked on a march through neighbouring villages in the western part of the state.
In starched, white kurta-pyjama and white Nike sneakers, the Congress general secretary displayed the confidence of a seasoned campaigner. A large number of police and commandos followed him.
Also accompanying him were a large number of villagers -- who have been protesting for weeks against what they say is the forced takeover of their lands by the Uttar Pradesh government.
Trudging the dust tracks of the rural Uttar Pradesh, not far from the national capital, Gandhi walked 19 km in six hours and visited five villages of Akhepur, Mirzapur, Rosa, Rustampur, Bhypur and Nagla-Hukum Singh.
For the night, Gandhi halted at the house of Vijaypal Sharma, a local farmer and Congress supporter, in Rampur Badli village.
A weary-looking Gandhi, who took a quick bath before his dinner, opted for rotis over puris at the meal of dal, rotis and vegetable with no chillies.
After experiencing a power cut, a common occurence in rural areas, Gandhi hit the bed on the terrace of Sharm a's house under the sky. As per the Sharma family members and villagers, Gandhi plans to start his day early on Wednesday and wants to resume his march around 5 a.m. He is scheduled to proceed to Jevar in Gautam Budh Nagar district.
"I am listening to you, I am with you," the Congress general secretary told a gathering in Bhatta-Parsaul village in the lucrative Greater Noida belt, about 60 km from the Indian capital, on the first day of his proposed march that is expected to culminate in Aligarh July 9 with a "kisan mahapanchayat (farmers' rally)".
The venue of the rally was shifted to Aligarh after the party was denied permission to hold it in Bhatta-Parsaul.
Gandhi walked 12 km from the twin villages of Bhatta-Parsaul - the epicentre of a farmers' agitation against land acquisition and inadequate compensation for acquired land - and reached Nangla Bhattauna. He also visited five villages of Akhepur, Mirzapur, Rosa, Rustampur, Bhypur and Nagla-Hukum Singh.
"I have come to you. I am listening to you. I am with you... I went to Bhatta-Parsaul to know the truth. Sitting in Delhi, I cannot know the truth... land acquisition is taking place from here to Agra," Gandhi, 41, said.
Gandhi's visit to rural areas of Greater Noida coincided with the Supreme Court making critical observation in a case relating to land acquisition by the Mayawati government in Greater Noida.
The court said that the state was the biggest land grabber, depriving farmers of their livelihood for generations.
The apex court bench of Justice G.S. Singhvi and Justice A.K. Ganguly on Tuesday said that farmers' lands were being acquired in the name of public interest and being given to builders to construct luxury houses, which had nothing to do with the requirement of the common man.
Gandhi's visit to the area comes about two months after he was detained during a visit to Bhatta-Parsaul immediately after the police violence in May.
The main opposition Bharatiya Janata Party (BJP) termed Gandhi's march as a "political drama. "
Congress spokesman Shakeel Ahmed said Gandhi was visiting areas where atrocities had been committed against farmers. However, he did not reply to a query if Congressmen had been asked to keep away from Gandhi's march. "I have no information," Ahmed said.
Party general secretary Digvijay Singh, who is in charge of the party's affairs in Uttar Pradesh, earlier said that party workers need not show up during Gandhi's march to mark their presence before him and should come for the rally in Aligarh.
He said Gandhi's march from Bhatta-Parsaul was aimed at getting first-hand information from people on the land acquisition policy of the Mayawati government.
"When and where he will go, we do not have information," Singh told reporters.
In between, Gandhi stopped for a two-hour break at the house of farmer Rajbir Singh.
According to an official who spoke on the condition of anonymity, he had a simple, home-cooked lunch of roti, vegetables and moong-masoor dal. And then he took some rest.
Wherever he halted, he would address what were billed as "kisan panchayats". Here the villagers poured out their woes. Gandhi heard them in silence, occasionally cuddling a young boy or a girl.
The ruling Bahujan Samaj Party issued a statement, on behalf of Chief Minister Mayawati, warning that her party would disrupt the proceedings of parliament if the Congress fails to introduce the amendment bill on land acquisition during the monsoon session of parliament.
The BSP release also challenged Gandhi to cite one example of a Congress-ruled state where the land-acquisition policy was more farmer-friendly than in Uttar Pradesh.

Consumer groups met Communications Minister Kapil Sibal
New Delhi: Consumer groups from across the country met Communications Minister Kapil Sibal today and sought various emasures like ensuring refund of the security money by telecom operators to consumers, empowerment of the telecom regulator and resolution of grievances within 24 hours.
Speaking about the security deposit issue, Ajoy Eric Lal, who represented consumer advocacy group Consumer Voice, said the telecom operators sit on huge amounts of money when they do not refund the security deposits made by the consumers.
According to reports, operators charge Rs.250 to Rs.500 for general security deposits while Rs.1,000 to Rs.3,000 for ISD security deposits.
Stressing the need for empowerment of the Telecom Regulatory Authority of India (TRAI), the consumer groups said that strict actions need to be taken if an operator fails to abide by the regulations of the telecom regulator.
Many consumer groups also stressed the need for similar frequent meetings with the minister to convey their problems.
"The groups discussed many issues ranging from security deposit to radiation and many such things. The consumer satisfaction is the ultimate for any sector or industry to prosper," Sibal told reporters at the first-ever round table conference with Telecom Consumer User Groups here.
"Most important thing is how can the complaint procedure be made more effective. Lots of people cannot register a complaint, they do not have means to do so, if they do register a complaint there is no effective action. All those mechanisms have to be dealt with," he added.
The minister also underlined that the telecom service providers must positively respond to address the grievances of consumers.
He called upon the participating service providers to ensure that the consumers get the fair treatment, value for their money and speedy and effective settlement of their legitimate grievances.
The minister also stressed that the government agencies should ensure that the laws and systems continue to protect the interests of the consumers and should also see that the existing laws are implemented.

Hambantota boosted its chances of hosting the 2018 Commonwealth Games
Sri Lanka: Hambantota has boosted its chances of hosting the 2018 Commonwealth Games, following a visit of the Commonwealth Games Federation (CGF) Evaluation Commission here last week.
The quickly developing southern Sri Lankan metropolis is one of two cities along with Australia's Gold Coast bidding to host the sports extravaganza.
Following a tour of the city and meeting with key officials, evaluation commission chairman Louise Martin said the team was very impressed with Hambantota.
"Overall, the proposal of staging the Commonwealth Games in Hambantota is an exciting one and, given the development of the relevant infrastructure, will provide a unique Games experience for the athletes and other Games client groups," Martin said.
"We have been impressed with the vision for Sri Lanka and Hambantota, and now have a clear view of where the hosting of the Commonwealth Games could fit within that vision."
The commission comprised Gideon Sam, president of the South Africa Sports Confederation and National Olympic Committee; Erskine Simmons, Secretary General of the Barbados Olympic Committee; Andrew Ryan, executive director of the Association of Summer Olympic International Federations; and Mike Hooper, CGF CEO.
They held high-level discussions with representatives of national, district and local governments and senior representatives of the bid team.
"The leadership shown by the national and district governments is impressive. The alignment of agencies around the national, regional and Games vision is equally impressive," Martin said.
"As you would expect more than seven years out, and with considerable additional work to be done in forming the final Games plan, there are some matters which simply cannot be, or do not need to be, known at this stage," Martin said.
"That said, the foundations for a great Games are laid in the plans which are now being locked down by the governments, the bid team and the Sri Lankan Commonwealth Games Association," he added.
A report will now be submitted by the commission on both cities by October 11 before a vote is taken on the successful candidate at the federation's General Assembly in St Kitts and Nevis a month later.

Rahul Dravid says the wickets in the West Indies are one of the toughest
Dominica: India's batting mainstay Rahul Dravid says the wickets in the West Indies are one of the toughest to bat on and it is difficult for the youngsters to adjust to them.
"It's been tough for the batsmen. It's not been easy for young batsmen to come in and face the new ball on these tracks. I have played four tours here and these have been some of the toughest tracks I have faced," Dravid said ahead of the third and final Test here.
India lead the three-Test series 1-0 heading in to the final match. The visitors have failed to score posted 300-plus in any of the four innings so far.
Dravid is the top scorer in the series with 212 runs from four innings which includes a century.
"The guys will learn a lot from this experience. It will hold them in good stead. As I was telling some of them they probably might not play on these kinds of tracks elsewhere."
Youngsters like Virat Kohli, Murali Vijay and Abhinav Mukund have found the going difficult on the tour.
"The tracks have been slightly tilted towards the bowlers, which is good. The West Indies bowling has been good. From that perspective, we have been challenged in this series and that has been good. People might say the batting hasn't fired but in the context of the series, we have not done too badly.
"The tracks have had pace and bounce compared to the tracks they played in the ODIs and tracks we played last time. If not for rain in Barbados, we would have had two results."
Dravid picked Ishant Sharma's performance as one of the positives of the series.
"Ishant has been sensational. Praveen Kumar, Harbhajan Singh, Abhimanyu Mithun and Amit Mishra all have done their job. The slip catching has been good."
Dravid said India would go into the final Test in Dominica with a winning mindset.
"We are not worrying about the series. We've got the team to win this Test match. We would have liked to win the series in Barbados. This is a good chance to win a series here again."

Actor Neil Nitin Mukesh signed 3 films, will release next year
Mumbai:Actor Neil Nitin Mukesh, who has just finished shooting Abbas Mustan's "Players", says he has signed three films and all of them will release next year.
"There will be a lot of me next year. There are three films that I have signed, but I am not allowed to talk about them right now. All are very interesting subjects. You are going to see a lot more new avatars of me," Neil told to the media.
He was off the media glare for a long time as he was busy shooting for "Players" until now, said Neil.
"This year 'Players' took a lot of my time. I was committed to 'Players' and I do one film at a time," said Neil who was last seen in director Vishal Bhardwaj's "7 Khoon Maaf".
"Players" is the official remake of the Hollywood film "The Italian Job" where, apart from Neil, the cast includes Abhishek Bachchan, Bipasha Basu and Sonam Kapoor.
Neil claims that, courtesy director duo Abbas Mustan, the film is shaping up quite close to its original version.
"It's an official remake of 'The Italian Job' and with Abbas bhai Mastan bhai making it in Hindi you can guess how close it could be of the original film," said Neil.
"Players" is set to hit theatres Dec 23.

HRD ministry to set up chair on Indian diaspora studies at Goa University
Panaji: The union Human Resource development (HRD) ministry has decided to set up a chair on Indian diaspora studies at the Goa University, Goa's commissioner for Non-Resident Indian (NRI) affairs Eduardo Faleiro said today.
Speaking to reporters here, Faleiro said HRD Minister Kapil Sibal has agreed to establish a chair on the diaspora community at the state university in Goa, a state which has a history of emigration.
"I have requested the Goa governor, Dr S.S. Sidhu, who is the chancellor of the Goa University (GU), to advise the university in this regard so that we have a quality institution for study and research on the Indian diaspora in general and on the Goan diaspora in particular," said Faleiro, a former union minister of state for external affairs.
The chair on diaspora studies will deal with the questions and issues regarding the Indian diaspora (Goan diaspora included) in academic depth and in a comparative context, he said.
It will also study migration in other countries, he added.
He said a part payment has already been made by the University Grants Commission (UGC) to the GU towards the creation of the chair.
"The study on migration in all its diverse aspects is one of the most fascinating areas of research. A very large number of universities abroad have this facility," Faleiro said, adding that the GU is the first in India to establish a chair on the diaspora studies.
Incidentally, Goa is the second state in India after Kerala to conduct a survey on out-migration of its working population to other countries for employment, primarily in the Gulf region.

Nalanda Mentor Group headed by Amartya Sen,to discuss the progress of international university
Patna: The Nalanda Mentor Group, headed by Nobel laureate Amartya Sen, will meet here on Wednesday to discuss the progress of setting up an international university at the ancient seat of learning, officials said today.
"A meeting of the Nalanda Mentor Group headed by Sen will be held here on July 6. It is expected to be attended by Singapore's former foreign minister George Yeo, Lord Meghnad Desai, Sugata Bose of Harvard University and others to discuss the progress in the setting up of the university," said an official of the state human resource development department.
The university's vice chancellor, Prof Gopa Sabbarwal will also be present.
This will be the second meeting of the Nalanda Mentor Group headed by Sen in Bihar. The first meeting was held at Bodh Gaya in 2009.
The university plans to begin its first academic session by 2013 at its new campus in Nalanda and begin the admission process from 2012.
Sen, who arrived here today to release a report on primary education in Bihar, will also visit Rajgir in Nalanda district on Thursday.
The idea of the university was first mooted in the late 1990s but it was then President A.P.J. Abdul Kalam's initiative in early 2006 that gave shape to the project, which is to come up at the ancient site of Buddhist learning.
The excavated site of the ancient university at Nalanda is a place of national importance. A fifth century architectural marvel, the university was home to over 10,000 students and nearly 2,000 teachers.
Named after the Sanskrit term for 'giver of knowledge', the ancient varsity, which existed until 1197 AD, attracted students and scholars from Korea, Japan, China, Tibet, Indonesia, Persia and Turkey, besides being a seat of higher education in India.
Though it was devoted to Buddhist studies, it also trained students in subjects such as fine arts, medicine, mathematics, astronomy, politics and the art of war.
Officials said the state government had already acquired nearly 500 acres of land needed for the university and infrastructure work has already started at the site.
The proposed university will be fully residential, like ancient Nalanda. The university will have courses in science, philosophy and spiritualism along with other subjects.

TRS President K Chandrasekhar Rao resigns over Telangana
Hyderabad: The Telangana movement on Tuesday gathered further steam with TRS President K Chandrasekhar Rao and party MP Vijay Shanthi resigning from their Lok Sabha membership in support of the demand for a separate state.
Chadrasekhar Rao and Shanthi faxed their resignation letter to the Lok Sabha Speaker. Rao would meet the Speaker personally in a day or two, TRS sources said.
State Textiles Minister Shankar Rao, who is in the US, has also faxed his resignation to the Deputy Speaker, taking the total number of state ministers who have quit to 12.
However, Rao has only resigned from the assembly and not from the cabinet.
75 MLAs and a dozen MPs had quit yesterday to mount pressure on the Centre for an early announcement in favour of separate statehood demand.
Chandrasekhar Rao represents Mahaboobnagar Lok Sabha constituency while Shanthi represents Medak constituency.
TRS and the Telangana political Joint Action Committee (JAC) have been demanding en masse resignations by MPs, MLAs of Congress and TDP to force the Centre to accept the separate statehood demand.
Speaking at a meeting here last night, Chandrasekhar Rao described the resignations of public representatives as historical and demanded that the Centre take the en masse resignations into cognisance for accepting the demand.

Telangana shutdown begins, transport paralysed
HYDERABAD: Bus transport came to a grinding halt across Telangana Tuesday as a two-day shutdown called by the Telangana Joint Action Committee (JAC) began in Hyderabad and nine other districts amid tight security.
State-owned Andhra Pradesh State Road Transport Corporation (APSRTC) suspended all its services in Telangana districts and also the services which connect Telangana with Vijayawada, Visakhapatnam, Kurnool and other towns in Andhra and Rayalaseema.
APSRTC cancelled all its bus services in twin cities of Hyderabad and Secunderabad causing inconvenience to commuters.
Mahatma Gandhi Bus Station, the biggest bus station in the state here, wore a deserted look as all 3,500 services to various parts of Telangana and other parts of the state were cancelled. Similar was the situation at Jubilee Bus Station in Secunderabad.
South Central Railway (SCR) cancelled all Multi Modal Transit System (MMTS) or local trains in Hyderabad and Secunderabad as a precautionary measure.
Shops, business establishments, petrol bunks and educational institutions also remained closed in response to the shutdown, demanding the centre to table a bill in parliament to carve out a separate state of Telangana.
The shutdown evoked total response in Warangal, Nizamabad, Karimnagar, Medak and Adilabad districts.
APSRTC employees, along with Telangana activists, staged protests outside bus depots in various towns.
Activists of Telangana Rashtra Samithi (TRS) and other constituents of JAC took to streets to force the closure of shops in some districts. They were also seen stopping private vehicles.
The coal production in state-owned Singareni Collieries Company Limited came to a halt as the employees joined the strike. All the employees of the mines, spread over four districts, held protests.
All educational institutions remained closed in Hyderabad and nine other districts. Osmania University, Kakatiya University and Acharya N.G. Ranga Agriculture University cancelled the examinations scheduled for Tuesday and Wednesday.

Rahul Gandhi visited the twin villages of Bhatta Parsaul
Greater Noida: Stepping up his campaign against the Uttar Pradesh government, Congress general secretary Rahul Gandhi today visited the twin villages of Bhatta Parsaul, the epicentre of farmers' protests in May over land acquisition, as part of his foot march across villages in the state.
Gandhi told farmers in the area, near the Indian capital, that "land acquisition is taking place from here to Agra" and he wanted to understand for himself what were the issues facing them.
"I have started this yatra. I have started it from Bhatta and will go to all villages and see what is happening to ascertain your views on the new land acquisition policy of the Uttar Pradesh government," he said.
Gandhi's surprise visit ramps up the campaign against the Mayawati government in the state headed for the assembly polls next year.
The Congress leader had planned to address a farmers' rally in Bhatta Parsaul but had moved the venue to Aligarh for July 9 after he was denied permission by the Mayawati-led state government.
The Congress general secretary told reporters that he would raise issues troubling farmers during his march in Uttar Pradesh and alleged that the state police was committing excesses on farmers.
In May this year, he visited Bhatta Parsaul - where violence between farmers and the administration over land acquisition had resulted in the deaths of four people, including two policemen.
Gandhi had visited Tappal in Aligarh last year in support of farmers raising a similar demand.
The Congress has also attacked the Mayawati government over "deteriorating" law and order in the state.
While the party staged a demonstration in Lucknow last month, Gandhi visited Nighasan in Lakhimpur Kheri district where he met the parents and family of a 14-year old girl allegedly raped and murdered inside a police station.

Mahindra Two Wheelers Ltd will relaunch its 110cc bike Stallio
Kolkata: With an eye to the fast growing motorcycle market in India, Mahindra Two Wheelers Ltd (MTWL) today said it will relaunch its 110cc bike Stallio later this year.
"We will be relaunching the Stallio during the festive season this year. Earlier, we had made a soft launch of the bike. We have made some modification and it is ready for launch," Devendra Shinde, marketing vice president of MTWL, told reporters here.
The Mahindra Group company, which entered the two-wheeler market in 2008, has registered a 53 percent growth in eastern India during April-June this year over the same period last year.
The company, which currently deals in 125cc scooters, is working towards expanding its portfolio.
"We have a strategic intent to be an end-to-end player in the two-wheeler market. Over a period of time, we will have presence in the motorcycle segment as well," said Shinde.
He added that the company's participation in this year's Moto GP would go a long way in creating a brand space for itself in the motorcycle market.
Mahindra Racing, comprising German rider Marcel Schrotter and British racer Danny Webb, will be participating in the 125cc class of the 2011 Moto GP championship.
Italian design house Engines Engineering, which the Mahindra Group acquired earlier, has been working on the designs of the bikes.
"Although our major emphasis is on scooter market, with increasing demand in the rural and semi urban markets, we are also committed towards the motorcycle segment. Work is on developing 135cc and 155cc motorcycles," Shinde added.

More Indian students are opting to study in Australia
Melbourne: After two years of tumbling fortunes, the tide seems to be turning in favour of Australian universities, as more and more Indian students are opting to study Down Under.
The Australian Immigration Department has recorded a 21 percent rise in student visa applications from India in the first six months this year.
Over 3,700 Indian students have applied for Australian visa in 2011, The Age reported.
Education providers down under experienced troubled times after Indian students dumped Australia following a spate of assaults on South Asian students in Melbourne and Sydney.
Aggressive coverage by Indian media pushed even bilateral relations, besides student enrolments, into a downward spiral.
Matters turned worse for Australian universities and vocational colleges, as plummeting numbers coincided with the Australian government making immigration laws more stringent.
With Australia once again relaxing the visa regulations from April 1 this year and a significant drop in assaults on international students, more and more Indian students are anticipated to opt for Australia.
"The number of student visa applications is rebounding, that category is up significantly," the newspaper quoted Peter Speldewinde, assistant secretary in the Department of Immigration and Citizenship, as saying.
"People are generally positive about Australia," said Speldewinde, adding: "The student issue has come up from time to time, but no one's really pushed it very hard."
The Australian government is reportedly advertising in Indian media to attract Indian professionals to settle in Australia.
India is the third-largest provider of permanent skilled migrants to Australia. Over 15,000 Indians decided to make Australia their home last fiscal. Only China and Britain provide more skilled migrants to the Australian economy.
